old version からnew versionに更新しますか？は
old version（英語版の元ファイル）をnew version（日本語化パッチを当てたバージョン）にしますかという意味です。

現在自宅のメイン環境はvistaのため、互換シェル関係はほとんどいじっていません。
それに以前公開したパッチは日本語化というより文字化け解消用のパッチです。
予定があるかとの事ですが現在は使用しておりませんし、パッチをリクエストされる方も居ませんので予定は有りません。
正式にリリースされたみたいです。
日本語化ﾌｧｲﾙを宜しくお願い致します。
